The Senate blocked an amendment to a Homeland Security spending bill that would provide $300 million dollars to help states implement the Real ID Act. They also agreed unanimously to adopt an amendment, which prohibits the use of any of the spending bill's funding for "planning, testing, piloting, or developing a national identification card.
